DECLARES "SPUTNIK MOMENT"

"This is our generation's Sputnik moment. Two years ago, I said that we needed to reach a level of research and development we haven't seen since the height of the Space Race. In a few weeks, I will be sending a budget to Congress that helps us meet that goal. "Jobs must be our number-one focus in 2010, and that's why I'm calling for a new jobs bill tonight."

PRIORITIZE EDUCATION

ENHANCE INFRASTRUCTURE

"Within 25 years, our goal is to give 80 percent of Americans access to high-speed rail [...] Within the next five years, we'll make it possible for businesses to deploy the next generation of high-speed wireless coverage to 98 percent of all Americans."

SMALL BUSINESS

Obama proposes Congress pass legislation funding small businesses with $30 billion that has been repaid from the bailout, as well as provide tax incentives to small and large businesses.

CLEAN ENERGY CHALLENGE

"The nation that leads the clean-energy economy will be the nation that leads the global economy, and America must be that nation [...] I challenge you to join me in setting a new goal: By 2035, 80% of America's electricity will come from clean energy sources."

FREEZE SPENDING

"Starting in 2011, we are prepared to freeze government spending for three years. Spending related to our national security, Medicare, Medicaid and Social Security will not be affected, but all other discretionary government programs will."

DEFICIT

"I am proposing that starting this year, we freeze annual domestic spending for the next five years. Now, this would reduce the deficit by more than $400 billion over the next decade, and will bring discretionary spending to the lowest share of our economy since Dwight Eisenhower was President."

APPEAL TO BIPARTISAN LEGISLATION
